HIPs will go ahead on 1st August 2007 Announcement in the House of Commons regarding the Implementation of HIPs

On Tuesday 22nd of May 2007, Ruth Kelly addressed the House of Commons with a statement on the implementation of Home Information Packs.

A number of transitional measures have been introduced, in the main acknowledging the low number of Domestic Energy Assessors currently accredited to complete EPCs.
The measures that were announced were as follows:

  • HIPs and EPCs to start on August 1, implemented on a phased basis. From August 1 packs - including energy performance certificates - will be required for the sale of four bedroom properties and larger. These are the properties which are the most energy inefficient. We will phase in packs for smaller properties as sufficient energy assessors become ready to start work. 

  • Until the end of the year, we will allow people to market their properties as soon as they have commissioned a pack - rather than making them wait until they have received them.

It should be noted that the regulations are laid; any possible debate has taken place in the Commons so this should be regarded as a firm commencement date.

As not all properties will initially require a HIP, at least until the end of the year. It also allows agents to become more familiar with the Hip.

Once again, the uncertainty over HIPs is removed as the government have completed all required parliamentary process and have come to an agreement with RICs.

HIPs will go ahead on 1st August 2007!
